Brusov State University (BSU) is implementing a grant project (hereinafter referred to as the Project) titled “Establishment of HayLingvoTecհ Center for Excellence in Language and Educational Technologies’', which is financed through the CIF implemented within the World Bank funded “Education Improvement Project” and intends to apply part of the proceeds for consulting services.

The goal of the Project is to develop technology-driven education and research in the fields of Linguistics and Social Sciences of Armenia, particularly preparing high-quality specialists of Computational Linguistics, Interpretation, and Educational Assessment and Testing.

The Project also aims to promote the full use of the Armenian Language in digital infrastructures and to introduce a variety of tools for assessing the Armenian Language proficiency level. The implementation of the Project will promote the knowledge triangle between research, education and innovation.
In order to ensure the implementation of the Project goals, it is planned to:
 Design and introduce a Bachelor's Programme in “Computational Linguistics” and a Master's Programme in “Simultaneous Interpretation”, as well as to strengthen the implementation of the newly introduced Master’s Programme in Educational Assessment and Testing;
 To create a “HayLingvoTech” scientific-educational center with its techno park, which will carry out research in the fields of Computational Linguistics, Natural Language Processing and Assessment, with the target to advance the use of the Armenian Language in digital infrastructures;
 To incorporate the results of the Center’s research and innovation activities into the new Programmes in “Computational Linguistics”, “Simultaneous Interpretation”, and “Educational Assessment and Testing” and create a feedback system between research and teaching-learning process.

The Consultant on Computational Linguistics shall carry out the following activities:

 Get acquainted with the objectives, expected outcomes, and other details of the “HayLingvoTech” Project.
 Discuss the specific objectives of the Project with the Client to gain general understanding of the Project results.
 Cooperate with the Chair of Linguistics and Communication Theory in charge for delivering the study program in Computational Linguistics and provide the Chair with necessary expertise on the implementation of the study program.
 Review the learning outcomes of the individual courses (8) for the BA programme in “Computational Linguistics”, as well as the Module on NLP, and provide comments and recommendations to the Chair of Linguistics and Communication Theory.
 Based on the specific objectives of the Project, conduct at least 2 online trainings for at least 7 members of Chair on Linguistics and Communication Theory, as well as Faculty members engaged in the delivery of the BA Programme on Computational Linguistics on the necessary preparation work, the sequence of steps and provide the Chair on Linguistics and Communication Theory with necessary materials, literature and information.
 Provide recommendations on the final version of the BA Programme in “Computational Linguistics”.

The Contract period is anticipated within June - July 2021 (totally 15 days during the contract period). The Consultant will have online work days during the contract period.

• Detailed CV, including personal data, education, professional experience, work experience (copies of diplomas/certificates).
The required qualifications are:

General qualification
- MA degree in the area of Linguistics, or any other field related to Computational Linguistics;
- A minimum of 5 years’ working experience in the higher education organizations;
- Excellent knowledge of English or Russian language, knowledge of Armenian language will be considered as an asset.

General experience
- Experience in curriculum development of at least 3 years;
- Experience in organization of trainings will be considered as an asset;
- Excellent knowledge on Microsoft Office Programs.

Special experience
- Academic track record/publications on the topics of Linguistics, preferably Computational Linguistics, including Corpus Linguistics;
- Experience in the development of a description for an academic program or/and a course/module, and the development and implementation of teaching and assessment methodologies;
- General knowledge of the Armenian/Post-Soviet higher education context will be considered as an asset.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD loans and IDA loans and grants by World Bank Borrowers (January 2011, revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
