1. The Republic of Armenia has received financing from the World Bank towards the cost of the Education Improvement Project and intends to apply part of the proceeds toward payments for Procurement of laboratory equipment and appliances for Yerevan State Medical University after Mkhitar Heratsi /YSMU/ under the contract № 16/19-CIF dated on July 30, 2019 for the bid No. NCB-YSMU-2/2020.
2. The “Yerevan State Medical University after Mkhitar Heratsi” Foundation now invites sealed bids from eligible bidders for purchasing laboratory equipment and appliances for YSMU according to the below given lots:

Main qualification criteria:
• The Bidder should be a registered legal entity.
• The Bidder should have experience/have been involved in laboratory equipment supply/production at least for five years - starting from 2015 until the bid submission.
• The Bidder should have successfully implemented at least 1 contract of laboratory equipment supply/production for each submitted lot with at least the same total amount of each contract no less than the amount submitted for the current lot started from January 1, 2015 and completed before the bid submission deadline.
• The Bidder should furnish documentary evidence to demonstrate that the technical characterisitics of the goods it offers meet the requirements of the technical specification as defined in the Bidding document.
• The Bidder should submit Independent Audit reports (complete, with attached notes) and Opinions for the last three years: 2017, 2018, 2019.
• Average annual turnover for the last three years (2017-2019) should not been less than the bid price
• The bidder’s average Total Assets-to-Total Liabilities (net of equity) ratio for the previous three years (2017-2019) should be greater than 1.
• Bidders should submit a certificate of non-obligation to Tax Service as of any day from the period of the announcement of the given Invitation for Bids until the date of Bid submission.
Bidders may bid for one or several lots. Bids will be evaluated on a per lot basis.
In order to qualify for more than one lot, bidders shall meet the aggregate requirement for relevant lots as specified in the Bidding documents.
3. Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Guidelines “Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers” (January 2011, revised July, 2014) and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
4. Interested eligible bidders may download the complete set of Bidding documents from www.gnumer.am or www.armeps.am. The Invitation for Bids along with all Bidding documents will be automatically delivered to the interested bidders registered in the electronic procurement system ARMEPS (file transfer system). Any company can register in the e-procurement system and become enable to submit the bid via ARMEPS electronic procurement system (www.armeps.am).
We inform that the “Yerevan State Medical University” Foundation does not take responsibility for incorrect or incomplete downloaded the Bidding documents, and furrther amndments to it (if any) and omissions due to further invitation updates.
5. Bids must be submitted through ARMEPS electronic procurement system no later than 11th January 2021, at 5 p.m. The system will not allow/permit the submission of the Late bids.
6. As specified in ITB 19.1 all bids must be accompanied by a Bid-Securing Declaration. The Bidder should indicate the number of lots for which the bid and declaration are submitted.
