1. The Republic of Armenia has applied for financing in the amount of EURO 22,600,000 from the World Bank toward the cost of the Additional Financing for the “Education Improvement Project” and intends to apply part of the proceeds toward payments under the contract for Procurement of Computer Equipment for Schools of Armavir Region.
2. The Center for Education Projects Project Implementation Unit State Agency (CEP PIU SA) now invites sealed Bids from eligible Bidders for Procurement of Computer Equipment for Schools of Armavir Region.
The computer equipment will be delivered to the schools in Armavir marz of Armenia /the details regarding the types and quantity of the Goods to be procured are provided in the Bidding Documents which can be received free of charge/.
The main qualification criteria: /details are provided in the Bidding Documents/
i. The Bidder should have been in the business of computer equipment supply at least from January 1, 2017.
ii. The Bidder should have successfully implemented at least 1 contract or up to 4 contracts of relevant Computer equipment supply: started from January 1, 2017 and completed before the bid submission deadline with the total amount of contracts not less than the amount of the Bid.
iii. The Bidder shall demonstrate that technical and performance characteristic and a detailed description of the Goods offered meet technical specification requirements of the Section VII Schedule of Requirements.
iv. The Bidder shall submit Audit Reports inclusive Auditors’ Opinion(s) and attached Notes to the financial statements for any 3 successive years during the period of 2017-2022 (2017-2019 or 2018-2020 or 2019-2021 or 2020-2022) of its own choice.
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 (revised November 2017, August 2018 and November 2020) (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. 5. The bidding document in English /only in electronic format/ may be obtained by interested eligible bidders free of charge from the CFEP website: www.cfep.am as well as upon submission of a written application to the info@cfep.am e-mail address (the bidding document will be delivered to the interested bidders via file transfer system).
6. Bids must be delivered to the address below on or before April 25, 2023 at 12:00 of the local time. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 25 April, 2023 at 12:00 of the local time.
7. All Bids must be accompanied by a “Bid-Securing Declaration,”.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
