Public Administration Academy of the Republic of Armenia summarizes the implementation of CIF Grant Program

In December 2017, four universities implementing grant programs in the framework of the first stage of Competitive Innovation Fund - Public Administration Academy of the Republic of Armenia, Yerevan State University, Armenian National Agrarian University and National Polytechnic University of Armenia complete the implementation of innovative programs launched two years ago. On this occasion, four universities are at the final stage of the monitoring. On December 19, the final monitoring visit was made to Public Administration Academy of the Republic of Armenia (PAARA), in order to fix the completion of the grant program "Online Master’s program with joint diplomas". Within the framework of the grant, Public Administration Academy of the Republic of Armenia and National Academy of Sciences of the Republic of Armenia have launched the "Business Administration" joint online Master’s program with the support of the "Center for Educational Programs" PIU. It should be noted that last week the Final Conference of the Grant Program was held, the reference to which is available on the website of "Center for Educational Programs" PIU. Within the framework of the final monitoring visit, Tereza Khechoyan, the Vice-Rector for External Relations of Public Administration Academy of the Republic of Armenia and Arusyak Harutyunyan, the Head of the External Relations Department of International Scientific-Educational Center (ISEC) of NAS RA welcomed the representatives of RA Ministry of Education and Science and the "Center for Educational Programs" PIU. During the meeting, the attendees summed up the work done. As a result of "Center for Educational Programs" PIU support and the effective collaboration between the two universities, activities provided by the grant program have been fully completed and a modern online Master’s program has been created. Tereza Khechoyan, the Vice-Rector for External Relations of Public Administration Academy of the Republic of Armenia presented the activities carried out within the program step by step: technical re-equipment, development of procedures related to online education, installation of online learning platform, selection and retraining of professorial staff, construction of online learning courses for 26 subjects of Master's programs, development of joint diploma format, etc. She highlighted the signing of the agreement of a joint online Master’s program between the two educational institutions within the framework of the Grant Program and the organization of the final conference of the "Business Administration" joint online Master’s program.
The Vice-rector noted that thanks to this grant program, Public Administration Academy of the Republic of Armenia and the International Scientific-Educational Center (ISEC) of NAS RA became the first universities in Armenia, which were granted the right of online education for a three-year term by RA Ministry of Education and Science. It should be reminded that the most important component implemented by the program "Online Master’s program with joint diplomas" is the signing of a memorandum on the development of online education between the two universities participating in the consortium and RA Ministry of Education and Science on June 23, 2016, which is aimed at strengthening the foundations of online learning in the Republic of Armenia and the development and integration of the national system of online learning, and elaborating and approving normative legal acts regulating the implementation of online learning in line with online education. It should also be noted that in the context of the grant program, "A collection of documents regulating the organization and implementation of online learning" was published, which summarizes the documents developed within the framework of the Grant Program. Siranuysh Drmeyan, a representative of the Ministry of Education and Science of the Republic of Armenia, stated that the developed documents are of utmost importance for other participants in the field of higher education in terms of becoming a benchmark for the development of online education. Arusyak Harutyunyan, the Head of the External Relations Department of International Scientific-Educational Center (ISEC) of NAS RA presented the peculiarities of the educational process of online education already in progress.
It is noteworthy that 15 students currently study at the Business Administration Online Master’s Program, eight of which are from the provinces. This is already a vivid fact from the perspective of providing access to higher education through the application of online learning approach.
Mrs. A. Ghushchyan, one of the lecturers of PAARA, presented the peculiarities of the development and further teaching of course with online format, who spoke about both the difficulties faced during the course and the methods used to regulate them. At the same time, mentioning that receiving education with online format is more laborious both for the student and the lecturer, the participants of the program also emphasized that these mutual cooperation can be beneficial in terms of improving the quality of education.
A. Harutyunyan presented the possibility of identification provided by the program, the purpose of which is to confirm the accuracy of the students' data.
During the meeting Arshak Ghazaryan, the consultant providing professional support for the "Center for Educational Programs" PIU, tested the capabilities of the online learning platform by getting acquainted with the content and the technical procedures involved. The PIU consultant logged into virtual auditoriums, discussed a number of questions related to the peculiarities of installing and operating the platform and peculiarities of using its information base, the construction of online learning courses and online communication rules with technical support providers of the grant program and with other participants.
It should be noted that the online format is getting widespread in the higher education system of Armenia, the evidence of which is the implementation of two other projects based on this direction within the framework of the Competitive Innovation Fund by Shirak State University and Northern University. Therefore, the experience of the Public Administration Academy of the Republic of Armenia and the International Scientific-Educational Center of NAS RA in the field of online education is instructive not only for the participating universities, but also for the other higher educational institutions that make steps in this direction. Taking into consideration this fact, the "Center for Educational Programs" PIU has made an attempt to ensure the mutual learning opportunities during the implementation of the aforementioned program, providing the opportunity for other HEIs to participate in the seminars on online education by the Public Administration Academy of the Republic of Armenia and the International Scientific-Educational Center of NAS RA, as well as providing them with the normative documents developed within the framework of the program. The implemented program also contributed to the formation of expertise potential in the field of online education, in the face of the participants of the grant program, who have accumulated considerable experience in the field of online education, have been trained at prestigious universities abroad in the field of online education.
